he main goal of the Delhi Declaration is to appeal to countries to stop the Nuclear Arms Race, eliminate their arsenals, and remove the threat of a nuclear war. Non-proliferation is not working. Nuclear countries often hear condemnation regarding their failure to make good on their disarmament obligations. For instance, the USA has left the Anti-Missile Treaty and continues to develop nuclear weapons. Three nuclear powers – India, Pakistan and Israel - never singed the non-proliferation agreement, while Third World countries can buy weapons of mass destruction.
